Will removing the ice damage my shingles or gutters?

What actually causes ice dams?

Heat escaping through the roof melts the bottom of the snow pack. That water runs down to the colder edge above your eaves and refreezes into a ridge of ice. Once the ridge is there, the next round of melt cannot drain, so it pools and backs up under the shingles. That is the water that ends up in your ceilings.

Should I just rake or chip the ice off myself?

We would not. Chipping at ice with a hammer or shovel is how shingles get torn and people get hurt on icy ladders. A roof rake from the ground can help with fresh snow, but once a real ice dam has formed it is worth having someone who does this for a living take it off the right way.
